What I can tell it is designed to work with phpbb. It comes from the official phpbb site. phpBB.com :: View topic - [Alpha] Ajax Shoutbox

Description: An Ajax based shoutbox that doesn't need to make page refreshes to work.
Version: 0.1.3

Please update to lasted version is very important that you do so.
Done:
Parse Smilies.
Use the word censor.
Strip html tags.
Use the username if logged.
Parse BBcode.
Finish the tpl usage and language variables.
Take out img tags, you can't shout images.
Make fat work. (Fading new messages)

Make the shoutbox as an easy to include module. (Easy width, height configuration)

Choose if guest can: See and Shout/just See/ None.
Optional Activity Indicator.
Validate Usernames.
Fix a problem with some special characters.
Added an option to display all shouts.
Added an option to store all shouts.
Admin can delete shouts.
Added a flood control
Fixed multiple session bug.
Notice for guest if not allowed.
Create and Use page Constant for Shoutbox.
Fixed ie timeout bug.
Fixed multiple Session bug.
To Do in the Future:
Some good request.

Make a tutorial on how to put the shoutbox on index.
Online List
Use XML
