I believe u can use this template on phpBB plus, u might need to do some modification here and there but it should work without problems.

if it doesn't, use some theme converter...

saw that on the net, but didn't seem usefull at the time, don't really remember where..
i think it had something to do with SMF (better version of phpbb)

SMF is better than phpBB? or a better version of phpBB like 'phpBB Gold' for example?

personally i never heard of smf.

it's the free version of Vbulletin i think, looks like it tough

able to upload attachments...
and other stuff phpbb can't do

also a calendar like here, faq, like here

search, quicklinks, (i think)
etc...
you can modify the images peeps have uploaded (crop / rotare / resize / give other extention / cut out a part... etc...)
