Dumb PhpBB question

Can someone explain what usergroups are to me? I've tried to read in the help and documents about this, but... I must be stupid cuz I jus' don't get it.

Usergroups r used so u can add certain members into them so u can create usergroup permissions on certain forums so only they can read them.

Default usergroups r - Administrators - Moderators - members

Here's another "interesting" thing going on via that other board and my ripper/stalker who's an "admin" there.

Since he took over as admin he's done some weird things via the board. One of the new things he's done is make it so ALL emails are "logged and available to moderators and admin."! I'm thinkin'... "paranoid much?" ROFLMAO!

OMG, but this guy is such a dork.
