Report a site to free webs?

I have come across a site (|) that shows the SEAL of "The Town Of Islip" (i live in the town next to this town) and i know for a fact that this is not a site for the Town. The site is owned by a 16 year old, who has a repeater (radio) system. I am trying to close his site down because it says its an Islip site..

Please how would i report this?

Islip is a town in the State Of New York, and to me it looks like he is saying that he is the Town Of Islip.

-This kid has also been messing around with other peoples Repeaters (Illegal)
